提出食品安全群防群控的社会监督制度包括媒体监督制度、食品安全协管员监督制度、行业协会监督制度、第三方检测机构监督制度。认为媒体监督制度是把新闻媒体的监督资源与政府的监管资源进行整合,建立政府部门与新闻媒体的协调与合作制度;食品安全协管员监督制度是在基层组建一个特殊职业群体——食品安全协管员;食品行业协会在监管食品安全方面具有自律优势、专业优势和信息优势;第三方检测机构在监管食品安全方面具有技术优势、人才优势和设备优势。

Food safety society supervision system of mass prevention and control,it includes media,food safety coordinators,food industry associations and the third party testing institutions. Media supervision mechanism is to integrate government and media resources,establish the mechanism of coordination and cooperation.Supervision mechanism of food safety coordinators is to organize a special occupation groups—food safety coordinators. Food industry associations have the advantage of self discipline and profession and information. The third party testing institutions have the advantage of technology,talent and equipment.
