Summary of Domestic Research on Citizen Participation

以公民参与的概念为基础,从公民参与的意义、主体客体、类型和形式、结果等方面对国内学者关于公民参与的研究成果进行梳理,提出公民参与是公民或公民组织通过一定的形式,参与国家和社会治理的一种民主表达过程。公民参与作为公民表达政治权利的方式,有利于促进民主发展,同时能有效地缓解社会矛盾,促进社会的和谐发展。根据参与力度的强弱,公民参与可分为直接参与与间接参与。

With the concept of citizen participation as the foundation,from the meaning of citizen participation,subject and object,types and forms,results and other aspects of the research achievement on citizen participation,the citizen participation means that citizens or their organizations through a certain form,a democratic expression participate in the administration of state and society. The citizen participation as a way to express citizens＇ political rights,is conducive to the promotion of democratic development,and can effectively alleviate social contradictions,promote the harmonious development of society. According to the strength,the citizen participation can be divided into direct participation and indirect participation.
