中国国际援助事务话语权现状及提升对策研究

China's Voice in International Aid Affairs and Improving Countermeasures

当前主导性的国际援助模式是由西方发达资本主义国家在战后主导形成的。中国一直积极参与对外援助事务,但在当前国际援助事务中的发言权明显不足,并因为自身援助理念、范式与西方国家存在明显不同而受到来自西方国家和媒体的批评和指责。为了进一步提升中国在国际援助事务中的话语权,中国应积极参与国际援助事务,参与国际援助规范和议程的设定工作;加强对自身援助工作的有效宣传;改革对外援助理念、政策和机制,从而改善援助效果,推动新时期中国援外工作的深入发展。

The current dominant model of international aid is led by the west countries, which is gradually formed after the Second World War. As a developing country, China has been actively involved in affairs of foreign aid. But China＇s voice in current international affairs is obviously insufficient. Because of the distinct differences between China and the west in the fields of philosophy, paradigm, policy of aid, China＇s foreign aid has been criticized and accused by Western countries and the media. To further enhance China＇s voice in international aid affairs, China should actively participate in international aid affairs, strive to play a more important role in the international multilateral aid agencies, strengthen their advocacy of aid to create a good domestic and international public opinion environment for the foreign aid; improve foreign aid philosophy, policies and mechanisms to further improve aid effectiveness.
