政府信息系统成功实施的多因素模型实证研究——基于广东省政府部门的应用经验分析

Empirical Study on Government Management Information System Implementation Multi-factor Model——Based on the Application Experience of Guangdong Government Department Users

政府信息系统成功实施可以从系统质量、信息质量、用户满意、系统使用、个人影响和组织影响等六个方面进行评价,而对政府信息系统实施效果产生直接影响的5个主要因素包括:内部组织管理因素、供货商的产品技术水平、外部技术环境因素、外部政策环境因素和信息化部门支持协调能力等,这5个因素均与应用成功呈正相关,其中内部组织管理和外部政策环境,以及单位层级和"一把手"的影响尤为显著,而管理模式、所在处室、专业背景、单位性质、学历等特征则对应用成功无显著影响。

This study used a sample of 293 government employees from Guangdong Province of People's Republic of China.Based on Delone and McLean's Information System Application Success Model,we constructed the scale for evaluating Government Information System Implementation success.We also examined the impacts of five critical success factors(i.e.,internal organization management,quality of product and technology of suppliers,external technical environment,the external policy environment,and coordination and supportive ability of information center) on Government Information System Applications.Some government characteristics and personal backgrounds were also included and explored as control variables.A multivariate regression analysis was conducted to test five factors and two control variables.We found that the model was statistically significant.Since the correlation among independent variables,it was found that internal organization management,external policy environment,city level government(a dummy variable)and user as a top leader(a dummy variable) are final significant variables.
