制度视角下纪检监察工作存在的问题与对策

Problems and Countermeasures of the Discipline Inspection and Supervision Work from Institutional Perspective

在新形势下,有效推进纪检监察工作,规约权力运行机制是永葆纪检监察工作活力和进一步提升我们党执政合法性,以便更好地继续执政的重要课题。根据我国纪检监察工作实际,目前存在的制度困境主要体现在如下四个方面:纪检监察的制度定位;纪检监察的制度体系;纪检监察的制度执行;纪检监察的自身制度。提升纪检监察工作实效性的关键在于制度的创新。创新制度应针对我国纪检监察制度定位偏差、体系不完善、执行力不足和自身建设四方面。

In the new situation, effectively promoting the work of discipline inspection and supervision, restricting mechanism of power is an important issue for maintaining the discipline inspection and supervision work activitly, further enhancing the legitimacy of the ruling party, and continuing the important topic of the ruling. According to the discipline inspection and supervision work in our country, the plights of the system are mainly embodied in four aspects as fol- lows： the positioning system of discipline inspection and supervision; the institutional system of discipline inspection and supervision; the system implementation of discipline inspection and supervision; the enforcement and own system of dis- cipline inspection and supervision. The key to improve the effectiveness of discipline inspection and supervision work lies in the system innovation. Innovation system should be aimed at discipline inspection system＇s error position, imperfect system, the lack of execution and its construction.
