论农村空巢老人精神养老的政府责任

On Government Responsibility in Rural Empty Nester Spiritual Endowment

农村老人空巢率快速上升,空巢老人精神养老严重缺失,是我国面临的严峻现实问题。农村空巢老人精神养老作为准公共产品,无论从理论还是从现实看,政府都必须承担道德、行政、经济和法律等方面的责任。但是,由于思想认识、管理体制和现实环境等因素的影响,政府在履责中还存在不少问题。因此,政府应构建明确的责任体系,切实履行自身职责,积极维护和保障农村空巢老人的养老权利。

The number of empty nesters in rural areas climbs rapidly and there is a significant deficiency of spiritual endowment for them. This problem is becoming increasingly serious in China. Since the provision of spiritual endowment for the empty nesters living in the rural areas is regarded as a quasi-public good, the government should assume the moral, administrative, economic and legal responsibilities in both theoretical and practical prospects. However, due to the influence of ideology, management system, the practical environment and other factors, the government is still having trouble in carrying out these responsibilities. Therefore, the government needs to construct explicit liability system, conscientiously conduct their duties, and actively safeguard and protect rural empty nesters＇ legitimate rights of receiving endowment.
