摘要
复原清未贻谷案的来龙去脉,可积极揭示该案件的经济法律关键问题之所在,透视案件背后所蕴含的朝廷、蒙旗、汉族移民之间复杂的利益纠结。中国土地财政的历史源远流长,并非始于今日。清末蒙旗放垦过程中出现失误的根本原因在于受朝廷"以地生财"大挣快钱的政策冲动驱使所致。
Based on the events restoration of Yi Gu case, the present paper actively exposes the legal key problem of the case, explores the complex interests entanglements between the central government, Mongolian Banners and the Han immigrants behind the case. The paper holds that Chinese land finance has a long history, rather than starting from today. The errors in the process of Mongolian reclamation are fundamentally caused by the central government＇s policy impulse to purchase big and easy money.
