摘要
接受政府和公众问责是公立大学不可推卸的责任。通过发布年度报告接受公众监督是大学提高社会问责意识,规范社会问责行为的一个有效手段。美国加州大学发布的年度问责报告指标体系完备、数据翔实,既说明成绩、也不回避问题。其工作模式和经验,对我国高校教学年度质量报告发布工作具有积极的借鉴价值。我国公立大学应当成为发布教学质量年度报告的主体,提高受众意识、绩效意识和改革意识,建立公众本位的指标体系,用最便于公众理解的方式阐明学校的办学质量。
It is an unavoidable responsibility of the public university to accept accountability from government and the public. Publishing University of California Annual Accountability Report to accept the public supervision is an effective measure to improve the consciousness of accountability and normalize social accountability. It explains achievements and doesn't avoid problem with a complete indicator system and full data. The work pattern and experiences will provide a positive reference to publish the annual teaching quality report of our institutions of higher education. The public universities of China should be the main body to issue the teaching quality annual report as a way to improve the audience awareness, consciousness of performance and reform, and to build the index system of public standard to illustrate the educational quality in the way that the public can understand.
