城管执法是社会管理的一个缩影。风险社会中的城管执法一直处在社会矛盾的火山口,它融合了几乎所有政策法律冲突的节点和触点,也是官民利益博弈的日常缩影和官民矛盾的真实写照。城管执法在政策法律中撕裂纠结,在城市形象与为民服务间艰难取舍,在官员政绩与底层生计的冲突中迷茫,致使城市管理的重要节点成为了社会矛盾的燃点区域。城管困局的全面突破,还有赖于政策冲突行政性空间的压缩、政策冲突预先排查制度的创新、政策过程的民主参与以及公共政策资源的整合与优化。

The law enforcement of the urban management is a microcosm of social management. The law enforcement by urban management agencies in the risky society has long been situated in the volcanic crater of social conflicts,which mixes together almost all the conflict nodes and contacts of policies and laws,and also is an epitome or a portrayal of interest fight and contradictions between government officials and the public. The urban management law enforcement is entangled among policies and laws,puzzled in balancing the city image and civil service,and lost in the conflicts among the officials' performance and the livelihoods of the unprivileged populace. As a result,the key node of urban management has become the ignition point of social contradictions. The comprehensive breakthrough of the predicament in urban management relies on the compression of administrative space in policy conflicts,the system innovation in the prediction of policy conflict,the democratic participation in the process of policy making,and integration and optimization of public policy resource.
