论政府公共服务外包的风险评估机制

On the Risk Assessment Mechanism of Government Public Service Outsourcing

政府公共服务外包是创新公共服务机制的重要途径,也是行政体制改革的重要内容。公共服务外包在给政府带来机遇的同时也使其面临一定的风险。这种风险根源于资本市场效率优先、追求利益最大化的信条与公共服务的公平性、公益性的价值目标之间存在冲突。将风险评估机制应用于政府公共服务外包,通过定性的分析方法来探讨公共服务外包中风险因素的来源和表现,进而结合风险机制原理对公共服务外包的各阶段进行风险评估,并由此提出减少和规避公共服务外包风险的有效策略。

The government public service outsourcing is an important approach to the innovation of the public service mechanism and it is also an essential part of the reform in administrative systems. The public service outsourcing brings opportunities as well as risks to the government. These risks are rooted in the conflicts between the creed of giving priority to efficiency and of pursuing maximized benefits in the capital market and fairness and public benefit as the goal of the public service. Applying the risk assessment mechanism to the government's public service outsourcing,through qualitative analysis,this paper attempts to discuss sources and forms of the risks,make a risk assessment in accordance with the principles of risk mechanism on each stage of the outsourcing,and further propose some effective strategies to reduce or evade the risks.
