大数据时代下的外交决策研究

由于全球化和信息化的浪潮,各国尤其是主要大国的外交事务总量急剧增长,传统的外交决策方法面临越来越多的挑战。当前世界正在步入信息化的高级阶段,大数据时代隐然出现。那些率先适应大数据时代思维,积极采用科学技术进行外交决策的国家,将在全球的综合国力较量中获得核心竞争力。为了适应大数据时代的形势,中国的外交决策模式需要体制转型和技术变革。成立国安委跨出了中国外交决策体制转型的关键一步,接下来与之相配套的是需要进行外交决策的技术变革。为了提高外交决策效率和质量,应该建立外交决策的大数据系统,促使粗放型的外交向精致型的外交转化。

Due to the waves of globalization and information technology, the total amount of foreign affairs of all countries particularly major powers has skyrocketed, and the traditional method of foreign policy-making process in those countries is facing more and more challenges. At present, the world is entering the advanced stage of information technology, and the era of big data implicitly appears. Those countries which can take the lead adapting to the new thinking in the era of big data and adopting actively the method of science and technology in the field of diplomacy-making decision will be the core competitiveness in the global comprehensive national context. In order to adapt to the situation in the era of big data, The mode of China＇s foreign policy-making requires institutional restructuring and technological revolution. The establishment of the National Security Committee is a key step in the transformation of diplomatic decision-making system, with the need for a technological revolution in diplomatic decisions system. In this paper, the main argument is that in order to improve efficiency and quality of foreign policy-making process and convert extensive diplomacy to refined diplomacy, the big data systems should be established in the field of foreign policy-making.
