China's Rural Preschool Education Policy:Characteristics,Contradictions and New Trends

摘要 政策制度体系是学前教育普及与质量提升的重要保证。新政前我国农村学前教育政策体系存在着诸如城市化取向较重、政策目标模糊、政策内容不健全、缺乏配套政策等问题,制约了农村学前教育的普及与质量提升。近年来,我国农村学前教育政策制定呈现出新特点,如明确提出重点发展农村学前教育的主导地位与主要职责,建立学前教育财政投入体制机制并向农村贫困地区倾斜。 Policy system is an important guarantee to improve the popularization and quality of preschool education. Those problems such as heavier urbanization orientation ,vague policy objectives ,the lack of supporting policies and other issues,restricted the development of rural preschool education. In recent years, China's rural preschool education policy presents new features, such as clearly focus on the development of rural preschool and primary responsibility for dominance,to establish and improve the rural disadvantaged areas as the focus of financial investment in preschool education system,specifically to inclusive public office kindergarten as the mainstay of rural preschool development.
