摘要
绩效拨款制度是促进欧美公立高等教育质量提升的重要政策,美国田纳西州高等教育绩效评估制度创立于1979年,目前已进入第8个评估周期。本文对其8个周期的绩效评估体系进行研究,分析其历史演变和体系特点,认为该评估体系是人才培养的达标性和发展性评估,其核心构架由教育质量评价指标、教育质量提升措施和满意度三个部分组成,具有简明扼要、量化可行、指标动态发展等特点,该体系对我国高等教育绩效评估工作的发展具有一定借鉴作用。
In Europe and the United States, performance funding policies have become an important instrument for improving the quality of public higher education. The state of Tennessee implemented the Tennessee Performance Funding Policy in 1979, and it has remained in effect for eight periods until now. This paper researches its historical evolution and examines the characteristics of the performance evaluation standards. The evaluation standards are accreditable and improvable, with a core system composed of evaluation indictors of education quality, education quality improvement, and satisfaction. The evaluation standards are concise, numerical, feasible, and dynamically developing, which have im- plications for performance evaluation of high education in China.
