公众导向的电子政务信息资源共享建设研究

Study on the Construction of Public-Oriented E-Gov Information Resources Sharing

电子政务建设在政府变革过程中扮演了重要角色,是提升政府效率、增强政府透明度及联动公众的重要工具。而信息资源共享则是电子政务建设的关键环节。但是,传统电子政务信息资源共享建设存在理念误区,以及重硬件轻软件、重系统轻资源、重建设轻制度等问题,忽略了政府工具变革过程中的公众需要。因此,以电子政务信息资源共享为核心、以公众导向为基点,通过项目论证开放化、技术支持市场化、绩效评估社会化等措施,推动以公众为导向的电子政务信息资源共享建设,对促成公众、企业、政府及政府部门间的良性互动,实现政府再造有着重要意义。

Resource Sharing becomes the key link of E-Gov construction. However, the traditional pattern of E-Gov Resource Sharing has its ideational misunderstanding and other problems such as emphasizing hardware while ignoring software, emphasizing system while ignoring sources, emphasizing construction while ignoring institutions. And it ignores public demands for the reform of government tools. Therefore, in order to foster fine interaction between the public, companies, government and different departments of government organizations, and in order to restructure governments, the following measures have significant meaning： （1） to make E-Gov Resources Sharing a core, （2）to oriente the public as a cardinal point, （3） to drive the E-Gov Resources Sharing, which is base on the guided by the public demands, to realize openness by proved projects, to realize mercerization by technical support and to realize socialization by evaluations of performance.
