对西部大开发问题的思考

The thought of development of western areas

西部大开发的重大决策，对于促进各地区共同繁荣，共同进步有重要的意义。西部地区由于环境破坏严重，产业结构不合理，人才流失严重，自身“造血”功能差等方面的原因造成落后现状。针对这些问题，西部实行大开发政策应采取特殊方法：作好“退耕还林”工作；调整产业结构；发展教育，创造丰富的人力资源；增强内部“造血”功能。

： In the end of the last century,our country made an important decision of developing the economy of western areas.It is significant for the common economical development of all the regions in the whole country,the critical factors that adverse affect the current western economy are:worse environment,unreasonable industrial structure,lacking of talent,incomplete financial system,and so on.In order to solve these problems which are the barriers against the whole economical development,Chinese central government made the strategy that will be implemented by the steps as below:to adjust industrial structure,to improve education and offer enough human resource for development,to develop the inter economical ability in their own region.
