国家技术创新行动系统的评价与重建──中国技术创新行动的发展前景分析

Assessing and Reconstructing of the National System of Technologican Innovation Action──Analyzing about the Prospect of the Technological Innovation Action of China

自新中国成立尤其是改革开放20年来，我国已经初步建构出了一个独立而完整的国家技术创新行动系统。如何克服其进一步建构与扩展中的困难与障碍并进而对中国技术创新的未来发展作出准确的目标设计与选择，不仅需要促成微观层面上的企业技术创新行动的模式转换，而且也需要作出宏观层面上的国家技术创新行动系统的结构转换、制度变革与机制创新，以形成中国技术创新发展从行动到系统的整体重建。

Since China was founded and especially in the course of implementation of reforming and open policies in the past 20 years, a independent and integrated national system of technological innovation action ha s been founded in our country. How to put up with those difficulties and obstacl es appeared in process of its further constructing and expanding and then to mak e exactly goal designing and selecting, it is need to not only promote the transf ormation of enterprise's action patten in technolgical innovation but also trans form the structure rules and mechanism of the national system of technological i nnovation action, so as to form one sort of completely reconstructing from action to system to the national system of technological in novation.
