To practice quality-oriented education is not only to meet the needs of compulsory education at the primary and secondary levels; it is also a timely choice to enhance the further development of higher normal schools. These teacher-oriented tertiary institutions should establish the concept of actively serving the compulsory education by implementing quality-oriented education on the full scale if they are to become effective and efficient producers of highly qualified teachers for the country.
