Problems and Countermeasures of Industrial Transfer in Anhui Province

梯度转移理论作为产业转移理论之一主张发达地区加快发展,通过产业和要素转移的方式带动低梯度地区发展。安徽省作为长三角地区产业转移的第一梯度区域,其承接长三角地区产业转移存在着必然性。安徽省应围绕支柱产业,提升承接产业转移的配套设施;政府应将其职能转变为指导市场,集中处理市场失灵;在承接产业转移时,应做好环境影响评估,防止环境污染。

As one of the industry transfer theory, the gradient transfer theory argues that the developed areas should speed up the development, drive the development of low gradient area through the way of industry and factor transfer. As the first gradient region of industry transfer in Yangtze River delta, there is a necessity of Anhui province undertaking the industrial transfer in Yangtze River delta. Anhui province should move around the pillar industry, promote facilities to undertake industry transfer, the government should transform its function as guiding the market and focus on processing the market failure, at the time of undertaking industrial transfer, we should accomplish the environmental impact assessment well, to prevent the environment pollution.
