摘要
社区是我们党和政府工作中的最基层的社会组织,是我们做好各项工作的基础。社区管理工作的好坏,直接关系到社会管理工作能否顺利进行。然而,如何界定社区管理工作的成效,就需要有社区管理的绩效评价的指标体系。从社区管理入手,以公众参与度、社区的自治能力、社区工作落实、社区的专业人才及社区特色五个维度建立社区管理的绩效评价指标体系,其不仅有利于提高社区管理工作的效率,而且有利于创造多样的社区管理方式,尤其是加强社区的创新管理。
Community is the most basic social organization amongst the administrative scale of CCP and the government, which is the basis for accomplishing all work. The success of community administration has direct impact on the undertaking of social administrative work. However, the evaluation of social administrative work requires the establishment of certain index system to measure the community administration performance evaluation. From the perspective of community administration, this paper attempts to establish an index system of community administration performance evaluation in terms of public participation, community autonomy, community work implementation, community talents and community characteristics, with the hope of throwing some light on improving the efficiency of community administration, creating diverse means for community administration and strengthening creative community administration in particular.
