摘要
近年来河北省在基层文化建设方面做了大量工作,取得了一定的成绩。但与全省的经济发展水平相比还存在着一定差距,如在文化基础设施、投入总量、保障机制、人才队伍建设等方面还不能适应经济快速发展的需要,尤其体现在基层文化人才队伍建设方面。高校在科研、人才培养、文化建设方面有着天然的基础和独特的优势,因此,应创建高校服务基层文化建设的机制,强化高校的服务意识,政府要完善相关激励机制,增加投入,保障基层文化建设的需要。
In recent years, we did a lot of work in the grass-roots cultural construction in Hebei province, has obtained certain achievements. But compared with provincial economic development level, there are certain gaps can not adapt to the needs of the rapid economic development, such as the cultural infrastructure, the total amount of investment, the safeguard mechanism, and talent team construction aspects, particularly embodied in the primary-level cultural talent team construction. Colleges and universities have natural foundation and unique advantages in scientific research, personnel training and cultural construction, therefore, we should create mechanism of colleges and universities servicing the culture construction at the grass-roots level, strengthen the service consciousness of colleges and universities, the government should perfect the related incentive mechanism, increase investment, safeguard the needs of grassroots cultural construction.
