项目的规划工作是工程建设程序中的前期工作,项目前期阶段最先开始的工作就是项目的规划,规划是对一个区域或一个流域做总体上的布置,规划工作的质量高低不仅对整片区域的开发、整个流域的治理都是至关重要的,而且是项目建设程序中最开始的工作。
