摘要
如何全面辩证地评价干部,真正把"信念坚定、为民服务、勤政务实、敢于担当、清正廉洁"的好干部选拔出来,是人事管理中的一个难题。将绩效管理引入干部选拔任用工作,建立起科学合理的考核体系和切实有效的评价方法,把个人绩效表现与选拔任用相联系,能够有效防止唯票、唯分等突出问题,充分发挥选人用人的风向标作用。
It is quite difficult to evaluate tax cadres in a comprehensive, historical and dialectical way and select good tax cadres with the characteristics of "firm faith, service the people, diligent and pragmatic, willing and ready to fulfill responsibilities, honest and upright". Establishing a scientific and reasonable evaluation system and an effective evaluation method by introducing individual performance management into tax cadre selection work and associating individual performance with the selection and appointment work can effectively avoid such prominent problems like simply focusing on votes and marks and make the system of selecting and appointing cadres functioning adequately.
