政府倡导的农业科技项目效益的影响因素

Impacting Factors of Benefit of Policy-oriented Agricultural Science and Technology Program

在分析政府倡导的农业科技项目效益的影响因素的基础上,利用1995—2012年期间中国农业科技项目产出、农业生产投入和科技推广投入等数据,运用因子分析法确定影响农业科技项目效益的主因子,然后利用熵值法确定因子权重,并对1995—2012年中国农业科技项目的综合效益进行评价。结果显示:科研成果传播和生产投入两个因子对农业科技项目效益的影响很大。建议:中国政府应加大对科技人力和科研资金的投入总量,增加科研成果传播的途径和方法,提高土地产出率、资源利用率和劳动生产率,以实现农业科技项目效益最大化。

On the basis of analyzing the factors affecting the benefit of policy-oriented agricultural science and technology program（ASTP） ,this paper uses the data about the output of ASTP,the input of agricultural production and the input of technology extension from 1995 to 2012 to extract the principal factors affecting the benefit of ASTP by using the factor analysis method. And it determines the weights of factors by using the entropy method,and evaluates the comprehensive benefit of ASTPs from 1995 to 2012. The result shows as follows：two factors,namely the transmission of scientific research achievement and the production input, have significant impacts on the benefit of ASTP. It suggests that China＇ s government should increase the total amount of investment in human capital and research fund, and enhance the ways of transmitting scientific research achievement, and raises land yield rate, resource utilization rate and labor productivity rate in order to realize the maximization of benefit of ASTP.
