科学性、合理性、操作性——经济利益和公共利益双视角下的独立商业地块容积率“值域化”研究

SCIENTIFICITY, RATIONALITY AND PRACTICALITY: STUDY ON “RANGE EFFECT” OF FLOOR AREA RATIO IN INDEPENDENT COMMERCIAL DISTRICTS FROM THE ANGLES OF ECONOMIC AND PUBLIC INTERESTS

针对我国当前控规容积率指标确定中存在的科学性、合理性、操作性不足,使公共利益屡遭损害的问题,通过反思容积率,提出了容积率"值域化"调控的设想,以期在保障公共利益的前提下促进城市高效发展。研究致力于初步构建独立商业地块的值域化模型,根据值域化的两个特征:具有较强的适用性、以公共利益为核心,研究确定停车位、交通量、土地利用效率为商业地块容积率的主要影响因子,并由此构建模型,最后采用各模型值域求交集的方法得到地块的值域。

Aimed at the problem of harming public interests,which results from the lack of scientificity,rationality and practicality during the determination of Floor Area Ratio （FAR）,this paper puts forward the idea of FAR＇s ＂range effect＂ regulation to promote efficiently development of city in safeguarding the public interests conditions.This research focuses to construct the interval form model of independent commercial districts preliminarily.Based on two features of interval form-having strong applicability,taking public interests as the core,this paper determines parking space,traffic volume and land use efficiency as the commercial districts FAR＇s main influence factors.And thus builds models.Finally,the district＇s interval can be calculated by the method of computing intersection of the models＇ range.
