从预防质量问题角度出发,以质量问题管理归零工作精细化实施为切入点,细化为技术管理归零和行政管理归零,说明了两者的精细化工作思路,提出了化事后处理为事前预防、质量信息收集应用、质量预防标准建设,营造预防质量氛围等预防型质量管理途径。

To control the quality problems, zero management was refined to the administrative zero management and the technology zero management in this paper, while the management of quality problems returned to zero was implemented as an entry point to work fine. The the two kinds of managements were presented. The measures that the after-treatment was turned to before-prevention, quality information was collected and utilized to construct the quality prevention standard and create a quality atmosphere prevention were put forward.
