环境规制与中国农药制造业布局的变迁——基于1995～2012年的数据分析

Environmental Regulation & the Changes of Industry Layout of China's Pesticide Manufacturing:Based on the 1995～2012 Date

运用变异系数考察了1995～2012年间我国农药制造业空间格局的演化特点，重点分析了包括环境规制等在内的各种因素对我国农药制造业布局变化的影响。实证结果表明：对外贸易、市场关联、集聚效应、内部规模经济对我国农药制造业空间布局集聚性的增强具有正面影响。而某一区域的环境规制加强会抑制农药制造业在该区域集聚，也就是说，农药生产企业在环境规制约束下更倾向于向环境规制水平较低、环境成本较低的省区迁移集聚。

Based on coefficient of variation, this paper examines the evolution of the spatial pattern characteris- tics of pesticide manufacturing, which is one of China＇s pollution industries between 1995 and 2012. We analyze various factors , including environmental regulation and so on, that influence on the industry layout, the results show that the export trade, market effect and agglomeration effect, internal economies of scale has the positive influence on the enhancement of space agglomeration of China＇ s pesticide manufacturing. However, the strengthen of environmental regulation in an area inhibits the pesticide manufacturing industry clustering in the region, that is to say, under the environmental regulation constraints, pesticide production enterprises tend to migrate to the prov- inces with the low level of environmental regulation constraints and lower environment cost.
