新疆霍城县牧民集中定居与插花定居效应对比分析

Comparative Analysis of the Benefit of Pastoralists' Centralized Settlement and Insert Settlement in Huocheng County in Xinjiang

游牧定居已成为各牧区的发展趋势。该文通过入户访谈法、层次分析法对霍城县牧民集中定居与插花定居效应进行对比评价,得出集中定居和插花定居均有较好的经济效益,集中定居的社会效应高于插花定居,插花定居生态效益高于集中定居;提出通过减轻牧民自筹资金压力,加强迁出地生态保护等措施,为霍城县牧民定居工程可持续发展提供支撑。

The settlement of pastoralists has become a trend in pastoral areas. Through home interview and AHP, this paper analyzes the effect of centralized settlement and insert settlement of Huocheng pastoralists and finds that both of them have good economic effects, concentrated settlement has better social effects than insert settlement while insert settlement has higher eco-efficiency than concentrated settlement. This paper also argues to reduce the pressure of pastoralists’ self-financing and strengthen ecological protection of the emigrated zone to set up an example for a sustainable development of Huocheng herdsmen settlement project.
