机动车“尾号限行”的法经济学分析

从比例原则的角度,机动车"尾号限行"的合理性有一定的欠缺。尽管实施"尾号限行"可以在短时间内缓解交通拥堵状况、改善空气质量,但是该项措施在一定程度上催生了人们二次购车的欲望,引发了机动车保有量的迅速增长。长期而言,"尾号限行"的成效将会越来越弱。对私人权利以及社会成本的忽视,是该项措施饱受争议的根源。从长远发展的观点看,它应该被其他更合理合法的行政措施所取代。

It should be replaced by more reasonable and legitimate administrative measures in future.
