Research Impact Evaluation Within UK REF and its Implications

科研评价是现代科技管理的重要工具,其重要性日益突出。随着公众意识的提升和科研发展的需求,科研评价已不仅仅局限于科研论文的数量,更多关注科研的质量以及科研对经济社会的贡献,即科研影响力评价。考虑到不同类型和不同学科的研究工作各有特点,产生的影响涉及经济社会的方方面面,且科研与经济社会之间的关系也不明晰,如何对科研影响力进行评价既是科研评价的热点也是难点问题。通过解读英国REF评估体系中关于评价科研影响力的内容,提出了为我国各层面各机构开展科研影响力评价的思路和建议。

Research Evaluation has become an important tool of modern science and technology management, and its impor-tance is still growing. With the ever increasing awareness of the public and development of requirements of research, to-day＇s research evaluation is not limited to the quantity of direct output of research papers, but more about the research quali-ty and contribution on economic and society, in other words, research impact. Given that different types and different re-search disciplines have different characteristics, and their impact on economic and society can refer to various aspects. Fur-ther the exact relationship between research and economic and society is not clear, thus research impact evaluation is a hot and but difficult problem. This article attempts to analyze the content of research impact evaluation within the REF, which can be served for providing ideas and suggestions for research evaluations at all levels in China.
