《井工煤矿建设安全管理通用要求》作为一项煤炭行业标准应规范井工煤矿建设安全管理通用要求,为井工煤矿建设安全管理提供指导性、针对性和可操作性的安全管理方法。编制标准的设计思路为:突出井工煤矿新井建设过程中安全管理的要求和目标,在基础要求、过程保障、重点攻防方面抓重点,明确煤矿新井建设过程中安全管理的技术措施、管理方法、管理程序、管理制度、以及违反安全管理的执法手段和处罚办法等,为参与新井建设的单位、部门提供一份针对性强的安全管理标准。

＂General Requirements of Safety Management in Underground Mine Construction＂ as a one of the coal industrialstandards should standardize the general requirements of the safety management in the underground mine construction andshould provide the guidance, pertinence and operational safety management method for the safety management of theunderground mine construction. A design idea of the standard prepared should stress the requirements and targets of thesafety management in the new mine shaft construction process of the underground mine. In the basic requirements, processprotection and key point overcame and prevention aspects, the key points should be held and the technieal measures of thesafety management, management method, management program, management system in the new mine shaft constructionprocess of the underground mine should be defined as well as the enforcement means and punishment method of the casesagainst the safety management. Thus one set of a high pertinence safety management could be provided to the units anddepartments related to the new mine shaft construction.
