河北省新型农村社会养老保险的问题与对策

The Problems and Countermeasures of New Type of Rural Social Endowment Insurance in Hebei Province

伴随着老龄化社会的到来,河北省积极推进了新型农村社会养老保险的试点工作,取得了一定的成效。重点分析了农村新型社保参保率低,制度设计上衔接性有缺陷,管理方面不透明,增值的难度较小等问题。针对问题提出了加快立法保障,在制度设计上实现与其他相关政策的有效衔接,对基金管理模式进行改革,提高保值增值能力的同时充分尊重农民的意愿参保,使新型农村社会养老保险真正惠民便民。

Hebei province actively launched the new rural social insurance when the aging society is coming.some achievements have been made in implementation of the rural social endowment insurance system,but many problems exposed,such as low rate of insurance participation,deficit in system connection,opacity management,and difficulty in maintaining and increasing the value.This paper analyzes these problems and puts forward the corresponding countermeasures that government should strengthen the propaganda of the new agricultural insurance in Hebei province,gradually improve the pension payment level,actively promote the fund management policy,and make unremitting efforts to build a harmonious society.
