县医院如何破解人才荒困局

Primary Hospital Reform as the Core Task

2012年国务院印发的《＂十二五＂期间深化医药卫生体制改革规划暨实施方案》要求全面推进县级公立医院改革,到2015年力争使县域内就诊率提高到90%左右。但中国医院协会2013年5月~2014年2月开展的县医院人才流动（流失）情况调查表明,人才荒已经成为制约县医院服务能力提升的瓶颈。

The key goals of primary public hospital reform include whether the primary public hospitals insist on the nature of public benefit,whether the health cost of the public will be reduced,whether the government responsibilities will be fully taken,and whether the health index of regional population will be improved.The National Health and Family Planning Commission are currently cooperating with relevant government departments to establish the comprehensive assessment system of primary public hosprtal reform.
