Correct Understanding of the Relationship between Government Function and Market Function

政府和市场的关系是我国经济体制改革的核心问题,它在建立和完善市场的资源配置功能、更好发挥政府作用的社会主义市场经济体制中起决定性作用。在资源配置中,市场作用和政府作用二者是有机统一的,不是相互否定的。不存在抽象的政府与市场关系,不同的社会经济制度产生不同的政府和市场的关系。在社会主义制度下,坚持党的领导,发挥党总揽全局的领导核心作用,是我国社会主义市场经济体制的重要特征。党和在党的领导下的政府是市场的"驾驭"者,应成为善于驾驭的行家里手。

The relationship between government and market is the core issue of China＇s economic reform, we should establish and perfect the socialist market economy which could make the market play a decisive role in the allocation of resources and make the government play a better role. The role of the market in resource allocation and the role of government are the organic unity, not mutually negative. There is no abstract rela- tionship between government and the market, different socio-economic systems produce different relationships of government and market. Under the socialist system, it is an important feature of China＇s socialist market economy that we should adhere to the Par- ty＇s leadership and let the Party play a core role in the overall perspective. The Party and the government under the leadership of the Party are ＂controllers＂ of the market, should become experts who are good at controlling.
