全国国土规划核心指标的设计

Research on Core Index Designing of National Land Planning

编制国土规划是推进生态文明建设,优化国土空间开发格局,促进人地和谐,落实可持续发展战略、区域发展战略和主体功能区战略,建设美丽中国的重要依据。以国土规划的基本理念和国土规划面临的形势为基础,以"四线"管控为主线,从建设安全、高效、和谐、富有竞争力和可持续发展的国土角度,设计了国土规划的核心指标,并测算了目标年份的期望值,有望对全国国土规划的编制提供借鉴,并为相关空间规划和资源规划的修编提供参考。

The national land planning is of great significance for the acceleration of ecological civilization construction , the optimization of land development strategy ,and the promotion of harmonious relationship between human and earth .It is equally crucial for the implementation of sustainable development strategy ,regional development strategy and the strategy of main functional area and for the construction of a beautiful motherland .On the basis of fundamental philosophy and situation of land planning ,this paper designs the core index of land planning from the perspective of constructing a secure ,efficient , harmonious ,competitive and sustainably developing country ,and calculates the targeted value .It is expected to be useful for drawing up land planning and revising interrelated spatial planning and resources planning .
