It's the historical mission for institutions of Higher Learning to foster quality people for 21st century. The quality of moral and political workers will directly affect the quamity of moral and political work at institutions of Higher Learning and further affect the quality of the students. To meet the needs of the times, moral and political workers should have a good grasp of political theory, high morality,wide range of knowledge and ability,should be mentally and physically healthy and creative.
