基于PSR模型的土地利用总体规划实施评价研究

Study on Implementation Evaluation of General Land Use Planning Based on PSR Model

基于当前土地利用总体规划实施评价的目标及任务，将PSR分析框架引入土地利用总体规划实施评价指标体系中，综合运用层次分析法、模糊综合评判法建立了评价模型，以长沙市为例进行了实证分析。研究结果表明：（1）基于PSR分析框架的规划实施评价指标体系具备较强的系统性和层次性，可依据评价目标有针对性地选取评价指标；（2）模糊综合评价法可有效弥补因评价指标的不确定性所造成的不足，体现了规划实施过程的模糊不确定性；（3）2006～2010年长沙市土地利用总体规划总体实施情况较好，基本实现了规划的预期目标，但在土地整治、土地节约集约利用以及社会影响方面尚需加强。

Based on the objectives and tasks of the implementation evaluation of current general land use planning , this paper introduced PSR analytical framework to the implementation evaluation index system of general land use planning , established evalua-tion model through integrating AHP with Fuzzy comprehensive assessment , and conducted an empirical analysis of Changsha city . The results indicated that：（1） the plan implementation evaluation index system based on PSR analytical framework was systematic and hierarchical , and it could pointedly select evaluation indexes according to the evaluation target ;（ 2 ） Fuzzy comprehensive as-sessment could effectively make up for the deficiency caused by the uncertainty of evaluation indexes , reflecting the fuzzy uncertainty of plan implementation process;（3） the general land use planning in Changsha city from 2006 to 2010 was preferably implemented , and the expected objectives of the planning were realized basically;while land consolidation , land saving and intensive use , as well as social effects still needed to be strengthened .
