基于解释结构模型化的防汛物资管理体系构架

Systematic framework of flood defense materials management based on interpretative structure model

防汛物资作为防洪抢险的重要物质条件,在有效应对洪涝灾害中起着关键性作用。为了使汛期防汛物资能够高效、及时、合理的调配,以长江上游岷江流域防汛物资管理为例,运用解释结构模型化的技术方法,构建了防汛物资管理体系递阶结构模型,分析了防汛管理体系中相关要素的特点及其作用,通过计算,得出防汛物资管理体制为防汛抢险工作最主要影响因素,防汛物资储备及防汛物资调运为防汛抢险工作最直接的影响要素。根据分析结论,提出了加强防汛物资管理工作的相关措施。

As an important material condition for flood control, flood defense materials play key roles in fighting against the flood disaster. In order to allocate the flood defense materials effectively, timely and reasonably in flood season, the characteristics and functions of related elements of materials management system in Minjiang River Basin, a upper tributary of Yangtze River, are analyzed by hierarchical structure model of flood defense materials system that is constructed by interpretative structural model. The calculating results show that the flood defense materials management system acts as the most influential factor, the flood defense materials reserve, arrangement and transportation are the keys to flood fighting work. Thus, the countermeasures to strengthen the flood defense materials management is put forward.
