职业病哨点监测系统评价指标体系构建

Construction of Evaluation Index System for Occupational Sentinel Surveillance System

目的建立一套适合我国职业病哨点监测系统的评价指标体系,作为综合评估该监测系统的工具,以实现监测系统运行状况的监控,改进监测实施,提高职业病防治监管效率。方法采用改良专家咨询法遴选评价指标,基于专家评分的权重系数确定法确定指标权重。结果本研究专家咨询的权威系数为0.81。两轮专家咨询的积极系数均为100%,和谐系数分别是0.296(P<0.01)和0.403(P<0.01)。建立了一套包括3项一级指标,12项二级指标及41项三级指标的职业病哨点监测系统评价指标体系,反映公共卫生重要性、系统设置合理性和系统运行有效性3个方面。结论本研究专家的代表性较强,积极性高,权威性、协调性较好,所建立的职业病哨点监测系统评价指标体系可作为职业病哨点监测系统的评估工具。

Objective To establish an evaluation index system for occupational sentinel surveillance system, so as to improve the operation status of the surveillance system and enhance the supervision efficiency in occupational disease prevention. Methods The index system was selected through Delphi consultation, and weight coefficients of the indicators were determined by the expert scoring method. Results The authority coefficient reached 0. 81. The activity coefficients were both 100% in two rounds of expert consultation, and the concordance coefficients were 0. 296 and 0. 403 respectively （ both P 〈 0. 001 ）. The evaluation index system comprised 3 primary indexes, 12 secondary indexes and 41 tertiary indexes, reflecting importance of public health, rationality of system settings and effectiveness of system operation. Condttsion The anticipated experts are characterized with high representation and motivation as well as great authority and coordination. The established evaluation index system can serve as a standardized evaluation instrument for occupational sentinel surveillance system.
