四川省基层医疗卫生人员高级职称的评审现状分析

Senior Technical Qualification Evaluation Among Basic Level Medical Staff in Sichuan

目的分析四川省基层医疗卫生人员高级职称评审现状,为进一步实施和完善"四川省基层卫生专业高级技术职务资格"提供建议。方法通过调查了解2010年全省基层医疗卫生人员高级职称的情况,并收集374名基层医疗卫生人员申报高级职称的数据,与四川省部分基层医疗卫生机构的小组访谈相结合,用SPSS软件包进行相关资料整理和分析。结果 2010年全省共有基层医疗卫生人员21.9万人,其中仅有374名基层卫生人员申报高级职称,通过率为63.6%;其中78名来自城市社区卫生服务中心,通过率为66.7%;296名来自农村乡镇卫生院或村卫生室等基层医疗机构,通过率为62.8%。结论增设"四川省基层卫生专业高级技术职务资格"中完善高级职称的评审标准,增加对基层尤其是农村医疗卫生人员的培养和培训,合理确定高级职称岗位数,对于提高基层卫生人员申报高级职称的通过率,稳定和发展我省基层卫生人力具有重要意义。

Objective To analyze the status of senior technical qualification evaluation among basic level medical staff in Sichuan province and to provide policy suggestion for ＂basic level health professional senior technical qualification in Sichuan province＂. Methods Based on the situation of the senior technical qualification in Sichuan province in 2010, 374 basic level medical workers who were applying for senior technical qualification were collected, and group interview were conducted in a part of basic medical and health institutions. Results There were totally 219 000 basic level medical staffs in the province, of which only 374 applied for senior professional tide, with a pass rate of 63.6 %. Seventy eight applicants were from urban community health centre with a pass rate of 66. 7 % ; 296 applicants were from rural community health centre with a pass rate of 62.8 %. Conclusion It is of high importance to establish standards of review for ＂basic level health professional senior technical qualification in Sichuan province＂ and to aggrandize the training towards rural medical staff, as well as reasonably to determine the number of the senior title posts.
