“全纳”理念下的公共图书馆残疾人阅读服务

Public Library’s Reading Service for the Disabled under the“Inclusive”Concept

相对而言，公共图书馆针对残疾人的专门服务还很少，残疾人读者依然是被忽略和被边缘化的弱势群体。当认识到“残疾”与“障碍”是两个不应混淆的概念后，看到的是残疾不是阅读的必然障碍。消除对残疾人阅读的歧视，并采取措施，以促进图书馆阅读机会与待遇的平等，公共图书馆需要接纳“全纳”的理念。

Relatively speaking, Public library provides insufficient special service for the disabled, and disabled readers are still a vulnerable group being ignored and marginalized. ＂Disability＂ and ＂obstacle＂ are the two concepts which should not be confused with each other, and disability should not be an inevitable obstacle to reading. In order to eliminate the discrimination against the reading of the disabled, public library should adopt the ＇＇inclu- sive＂ concept and take measures to promote the equality of reading opportunity and treatment.
