城市灾害风险评估系统是发达国家编制城市应急预案的重要基础和城市应急的主要方向。目前,美、英、日等发达国家已积累了一些成熟的经验值得学习和借鉴。青岛市应尽快建立城市灾害风险评估系统,从而使城市应急管理科学化水平、应急预案修编的针对性、应急管理协调能力、城市灾害预警预报体系、重大事故类风险评估及监管制度、企业应急管理工作机制等方面的工作得以不断完善和提升。

Urban disaster risk assessment system is the important basis to draw up the urban contingency plans and the main direction of the urban emergency for the developed countries. Currentjy, the United States, Britain, Japan and other developed countries have accumulated some mature experience in the construction of urban disaster risk assessment system, which is worth learning from. Qingdao should establish urban disaster risk assessment system as soon as possible in order that the scientific level of urban contingency management, the pertinence of contingency plans revising, the competence of contingency management and coordination, the system of urban disaster warning and forecasting, the institutions of assessment and supervision for major accident risk, the mechanism of contingency management in enterprises and so on could be improved constantly.
