Innovative social governance,proposed in the 18th CPC＇s third plenary session,is part of the deepening rural reform and it calls for township civil servants＇ qualities of justice,humanity,legal control and cooperation.Hence it is right to say that innovative social governance is conducive to township civil servants＇ increasing consciousness of humanity,law,democracy and service.
