Industrial transference has an obvious effects on structure optimization of primary industry, which speeds up development of secondary industry and tertiary industry, and its effects on structure optimization is not presented in the secondary industry and the tertiary industry, industrial transference also has a considerable positive influence on expanding employment opportunities,fueling economic growth and increasing state revenue. Under the expansion of industry transfer scale,the local government will be faced with the negative influence of industry transfer, which included the environmental pressure,the drain on taxation, industry dependence and technology dependence.
