政府主导型生态补偿模式在贵州赤水河流域的适用性研究

Aplicability Study of Government-led Ecological Compensation Mode in Chishui River Basin of Guizhou Province

以流域生态补偿实施框架与补偿模式为研究对象,总结分析四种国内典型政府主导的流域生态补偿模式,并根据贵州省赤水河流域社会经济及生态环境的实际情况,分别探析四种模式在赤水河流域的适用性,以此构建赤水河流域最佳生态补偿模式。分析指出应当在赤水河流域内同时推行上下游政府间共同出资和财政转移支付的流域生态补偿模式。

Taking the implementation framework and mode for the ecological compensation in river basins as a research object ,four typical government-led ecological compensation modes for river basins in China were concluded and analyzed here .Then ,based on the actual situations of social-economic and ecological environment in the basin of Chishui River in Guizhou Province ,the suitability of the four modes in the basin of Chishui River was discussed and analyzed separately , and on the basis of this ,the optimum ecological compensation mode in the basin was to be constructed .The analysis in-dicates that such ecological compensation model in the basin of Chishui River should be launched in the meantime ,which is combined with the joint funding and fiscally transferred payment by the upstream and downstream governments .
