建设项目交通影响评价实践中的困境分析——以郑州市蓝堡湾四期项目为例

Difficulties Encountered in Practice of Traffic Impact Assessment of Construction Project:A Case Study of Phase Ⅳ Project of Lanbao Bay in Zhengzhou

随着城市交通拥堵问题日益显现,越来越多的城市开始建立建设项目交通影响评价制度,以期对缓解和改善城市交通产生积极的作用。但是在建立建设项目影响评价制度的实践中仍存在诸多问题。以城市综合体项目交通影响评价为例,重点对编制过程中建设项目规模论证、机动车停车位控制、非机动停车设施设计和改善措施落实等方面面临的问题进行了剖析,以期为完善交通影响评价编制制度提供依据。

With the urban traffic congestion problems becoming increasingly apparent, more and more cit- ies started to build traffic impact assessment system of construction projects in order to have a positive effect on alleviate and improve urban transport. But there are still many problems in the impact assessment system of construction project in practice. Taking traffic impact assessment of urban complex project as an example, the problems in aspects of the scale demonstration of construction projects in preparation pro- cess, vehicle parking control, non-motorized parking facility design and implement improvement measures were analyzed in order to provide the basis theory for improving the establishment of traffic impact assessment system.
