Politics and Customs: The Regulations and Managements of Village in Minority Areas——Based on Survey of Several Minority Villages in Honghe Yunnan

村规民约是我国乡村社会基层治理的重要保障,从出现到现在一直发挥着不可替代的作用。村规民约主要具有民主管理、民主决策、民主监督的功能,能够对新时期的村庄治理产生重要作用。但是,在激烈的社会化改革大浪潮中,现有的村规民约在产生和实施过程中某些方面已不能满足时代发展需求。根据十八大及十八届三中全会的精神要求,为了更好地适应时代的特征与需要,加强基层民主治理和创新,亟需对少数民族地区的村规民约进行规范治理,以求促进少数民族地区的基层民主建设。

Village regulations is the important protections of social management at the grass-roots level in rural areas, and it has been playing an irreplaceable role since its emergence. With the functions of democratic management important impact on the , democratic decision and democratic supervision, the village regulations have village Congress of China＇s Communist management in the new age. According to the requirements of the 18th Party and the Third Plenary Session of the 18th Central Committee of the Communist , in order to adapt to era characteristics and needs preferably, the management and in- novation of grass-roots democratic need strengthening, the village regulations in ethnic minority areas urgently needs governed normally for further to promote democratic construction at the grassroots level in national minority areas.
