中国迎来了公共外交时代,也迎来了中国特色的新型智库时代.智库可成为公共外交的灵魂工程师,可以通过影响政策、塑造舆论、培养人才这三方面为公共外交发挥作用.中国特色的智库在公共外交新时代的使命有三个：一是精神立国;二是打造中国梦;三是国际合作先驱.为此,中国的大学、企业和媒体,都应增加智库方面投入,甚至向智库方向转型,培养智库型大学、智库型企业、智库型媒体.

China has entered an era of public diplomacy, as well as an era of new think tanks with Chinese characteristics. Think tanks can assist public diplomacy by influencing policies, guiding public opinion and training competent personnel. In this new era of public diplomacy, think tanks with Chinese characteristics have three missions: first, to build the country with an inspiring spirit; second, todefine the Chinese dream; and third, to take the lead in international cooperation. Therefore, Chinese universities, enterprises and media should increase their investment in building think tanks and even transform themselves into think tanks.
