摘要
文化外交是以一国政府为主体,在思想、教育、文化等领域,对他国开展的持续性的人员交流、文化传播和思想沟通,以渐进实现国家软实力提升和文化推广等目的的活动,包括文艺外交、文明外交和思想外交三个层次.文艺外交仅能起一种辅助性、边缘性的作用;文明外交可以帮助别国人民认识到中国悠久的历史文化中形成的善的特质;思想外交传播一个国家对世界根本问题的系统性知识.
Cultural diplomacy is the continous exchange of people, culture and ideas in the realm of education, culture, and thoughts. It is led by the government and aims to gradually improve the nation's soft power and cultural appealing. Cultural diplomacy contains three aspects: the diplomacy of literature and fine art usually plays an auxilliary and marginal role; the diplomacy of civilization can help people in other countries appreciate the goodness that is inherent in the traditional Chinese cultural; and the diplomacy of thoughts will demonstrate a nation's systematic knowledge of the most fundamental questions in the world.
