In recent years, Wenzhou people residing in France have been engaging in community-based local politics through a variety of ways including demonstration, running for public office, and influencing the public opinion. These activities, originally aimed at protecting the rights of the local Chinese, have unintentionally undertaken the task of enhancing the image of the Chinese and safeguarding China's national dignity, therefore becoming an important component of public diplomacy. This article examines the latest development of Wenzhou Association'spolitical participation in France, and discusses its public diplomacy function in the overseas Chinese affairs.
