河南省农村玉米秸秆管理探析

Study on the countermeasures to manage corn stalk in Henan Province

做好农村玉米秸秆管理工作是合理利用资源、建设新农村的重要举措之一.目前可通过还田、制作饲料、用作家庭燃料及工业原料等形式处理玉米秸秆,但秸秆禁烧的现状并不容乐观,分析其原因主要有管理机制不够完善、农业知识推广不足、科技与农业发展脱节、工业肥料依赖性强和农业投入不足等几个方面的问题.应通过加强政府管理部门职责,如加强农技宣传、增加惠农政策和实施奖惩机制等,并充分发挥政府的引导协调作用来不断加强河南省农村玉米秸秆管理.

To manage corn stalk accordantly with the practical situation is one of important measures to both resources rational utilization and new countryside construction.At present,corn stalk can be processed by returning directly to soil,making feed,used as domestic fuel and industrial raw materials and so other forms. However,there existed many problems in implementation of prohibition of straw burning, the main reasons were as follows, management mechanism not well functioned,lack of popularizing agricultural knowledge,technology and agricultural development disjointed,strong dependence of industrial fertilizer, and inadequate investment in agriculture etc. Therefore,government administration duties should be strengthed through enhancing the agricultural skill promotion, supporting agriculture and benefiting farmers,implementation of incentive mechanisms etc.,and give full play to the government guide the coordinating role to strengthen rural com stover management of Henan Province.
